No, it's not the name of Bush's latest political strategery. It's the name of a new GCN special report on DARPA's cognitive computing challege. DARPA's Biologically-Inspired Cognitive Architecture (BICA) program hopes to achieve true, general AI that can think like humans, learning from experience and adapting to changing conditions. During Phase I numerous cognitive architectures were developed. In Phase II some of those models will be built and tested.
